Describe the bug

The lint_on_build option can skip lints on forge build, but it does not apply to forge coverage

Can we add a new option for coverage, or alternatively apply the existing option on coverage too?

This is impacting a CI pipeline which is failing due to #12458

as explained in #12458 this is not a lint, but a compiler error.
