Zend_Rest_Route mismatched function parameters

The function signature for [Zend_Rest_Route::assembly](https://github.com/digital-canvas/zend-framework/blob/master/library/Zend/Rest/Route.php#L244) does not match the function signature for [Zend_Controller_Router_Route_Module::assemble](https://github.com/digital-canvas/zend-framework/blob/master/library/Zend/Controller/Router/Route/Module.php#L227).
