Bump BinaryBuilder

Following 007ef98595326833706404518ed13af780ec113b, we need to bump the libcxxwrap_julia_jll package and link with CxxWrap to get the features downstream. But... I don't know enough Julia to get this step done 😅 Is someone available to do the integration step?
